			Operating with the mindset of open economic development has a particular and pervasive approach that is not familiar to most people. For OSE to succeed, it is important to teach any new collaborators exactly what this culture means to us. We are taking a strong stand on this, and knowing that most people do not have this culture, we need to make an explicit effort of teaching this culture - which we call Collaborative Literacy.
