	*All in all there is huge inefficiency - as the legal system does not operate or evaluate on actual performance, but on perceived performance (performance based on legal qualifications of agents, as opposed to the performance of their results). Ie, legal qaulifications are considered, not system performance. Better performance comes from reducing costs so that innovation can occur as the cost of experimentation is reduced.
