	In general, going into the Challenge, it is critical for OSE to build in critical infrastructure support so that continuity is guaranteed for the Incentive Challenge program. Historically, OSE ran on lean infrastructure, which was insufficient to stabilize and grow operations, and thus not allowing OSE to scale effecively. Projects to date have in general been one-off and custom - without any project being developed into a self-sustaining program that is part of a larger organization. Based on our experiences, we must assure that we build sufficient overhead to allow the Incentive Challenge program to continue as one of multiple OSE projects with self-sustaining revenue that allows for scaling of the Challenge program while contributing to the overall scaling of OSE.
