Do we mean: less than $1 per watt installed? (If by "watt delivered" we mean "watt produced", then we should talk about energy (watt hour) not about power (watt)).

If we are talking about $1/W installed, then the wind speed is irrelevant.
The standard measure for wind turbines will be average $/Wh (currency unit per unit of energy produced), for a given average wind speed. (this too is a rough estimate as the shape of the wind speed distribution can greatly alter the money/energy unit the turbine costs).

So my recommendation:
