This sentence doesn&amp;#039;t make much sense.&lt;br /&gt;

Do we mean:  less than $1 per watt installed? (If by &amp;quot;watt delivered&amp;quot; we mean &amp;quot;watt produced&amp;quot;, then we should talk about energy (watt hour) not about power (watt)).&lt;br /&gt;
&lt;br /&gt;
If we are talking about $1/W installed, then the wind speed is irrelevant.&lt;br /&gt;
The standard measure for wind turbines will be average $/Wh (currency unit per unit of energy produced), for a given average wind speed.  (this too is a rough estimate as the shape of the wind speed distribution can greatly alter the money/energy unit the turbine costs).&lt;br /&gt;

So my recommendation:&lt;br /&gt;
