One of the world's longest-running Spirulina operations is in Auroville, India (good webpage with many details). Then is another Indian small-scale example in Madurai (Youtube video here). Some successful village-scale projects exist in West Africa.
Spirulina grows in long spiral-chains that can be easily harvested in a cloth. Small-scale cultivation is feasible, as shown by JP Jourdan in France (see the pages at Antenna Technologies, including a training module for details).
There is a patent about growing your own Spirulina at home in a photobioreactor.
