One of the world's longest-running Spirulina operations is in Auroville, India (good webpage with many details). There is another Indian example of small-scale culture in Madurai (Youtube video here). Some successful village-scale projects have been done in West Africa.
Spirulina grows in long spiral-chains that can be easily harvested in a cloth. Small-scale cultivation is feasible, as shown by JP Jourdan in France (see the pages at Antenna Technologies, including a training module for details).
The drawback with small-scale cultivation appears to be that it is relatively more labor-intensive and has a lower yield than in large-scale operations.
There is a patent about growing your own Spirulina at home in a photobioreactor.
