Variable Regulated Power Supply

The circuit to the 'left' of C2 can be replaced by a computer ATX power supply.

The circuit to the 'right' of C3 can be replaced by an external voltmeter.

The center part of the circuit seems to be a fairly common configuration for use of the LM317.
