Simply Move a Single Thing

Just move one or the other. Moving both is unnecessarily complex for our functional objectives.

Easy to Push Things Down

It's easier to push down on something because gravitational forces reinforce downward motion. So whatever moves should move down.

Dangerous Fall Hazards

Assume the material is selected to move toward the blade. If the material is moving down toward the blade, then the blade must be exposed at its top. It is much more likely to fall and get hurt by a blade if it is exposed on the top rather than on the bottom.

Conclusion

The blade moves downward toward the material.
