I bet the author is talking about potassium silicate.

It reacts with slaked lime to form calcium silicate and KOH; this reaction is often used to waterproof concrete. Such a gel doesn't have much flexibility as far as I know.

It's also great for forming clay slip; I made a blog comment to that effect not long ago.
