English: An OSE developer who understands how to translate OSE Specifications to product specifications that are sufficient for a team to effectively design that product. OSE lieutenants are approved by Marcin to serve as technical leadership for a given project. Prerequisites are at least 4 star OSE Developers (4 terms of 90 days, in good standing), and passing the OSE Specifications Skill Badge.
Technical: A person in the OSE project who understands how to translate OSE Specifications to the working requirements of a new product development project - to the level that the requirements produce instance Degeneracy of the design outcome if engaged by different teams.
