Currently, Russia and China are in an arms race. China can produce arms 5-6 times faster than the USA. From a productivity to cost perspective - this can be trouble if not corrected via Extreme Manufacturing on-demand production. The weakness of high cost and long times characteristic of defense contractors is a real issue - if China can stretch their military dollar 5-6 fold over the USA.
