Strategic Planning should occur at the beginning of every project. Such planning should assess available resources, OSE ecologies, OSE specifications, OSE community contacts, Team Culturing pages, Facebook, Twitter, YouTube, Open Manufacturing, various technical forums, and any other resources to plan an approach to developing a given product at the highest velocity.

Every project will benefit from unique development strategies that can be identified - based on the nature of the product, of the team, and of the resoures that are available. These unique features should be observed and documented by the Stakeholder on the Control Panel, and these should be communicated to the Scum Master and Product Owner. The Product Owner should communicate closely with the Stakeholder to optimize their insight into favorable strategies.
