This does not appear to be true, there is an exception where everything can be on a single dedicated breaker (circuit) (as long as that circuit serves nothing outside of the bathroom). This is worth correcting, because the cost difference in wiring the 2 dedicated circuits compared to one can be substantially higher - if one cares about installation/labor costs.
