Basics
- Also known as "Infrastructure-Driven Development" (Seems to be more intuative, but has less google search results? need to check academic paper search results?)
- A Philosophy in Urban Design/Government Policy/Land Developing where you use investment in infastructure, even if not currently used, to enable other entities to use the infastructure
- Large Scale would be Rural Electrification / Internet Access etc
- Small Scale (And more Relevant to OSE) is how many Suburbs and other Planned Communities build all the Roads, and Utilities beforehand, even on the "undeveloped lots" that aren't currently being made[.
