Mexico has a serious issue with drug gangs. The source of the issue is cocaine users in the USA and the like. One possible approach is decriminalizing and setting up fair trade cocaine companies that take the profit and racketeering out of the trade. Another approach is informing users about the corruption of drug lords. If the latter is unrealistic from the demand side, then the supply side fair trade could be used. Private security forces would be needed.
