• Fab charter town - the Universal Workshop, Hangar, RLF, Core 12 Enterprise Model, Ag + Processing, etc.
• Build education into it just like FBA - training the traininers
• Work with the bottom, not the elite. This would be the service/character build - and a marked contrast for inspiration
• Leverage existing Charter Cities Nobel-grade work, and contacts therein
