You don't need tapcon screws for CEB. Tapcon are designed for concrete. CEB is not concrete and tapcons are inferior to normal screws for CEB drilling. Normal multipurpose screws work very well. That is because tapcons have a lower ratio of thread to the thickness of the screw - which is good for concrete. You want more thread compared to screw width for CEB - for the type of CEBs we have here.

I suggest you take your screws to the workshop, and do a set of practice drills with the cordless - using 3" screws - to understand what I am talking about, I can't explain that without you doing it yourself. You should not use shorter screws, as there is not enough meat to go into brick.
