The question is simple. Yet profound, as it requires absolute clarity on requirements, and at the end a judgment needs to be made if there are unclear priorities. The spec must be met by key values, but a more complex weighing algorithm must also be included.
These algorithms should be transparent, open source, and ultimately - machine executable once full clarity is obtained on the algorithm,
