Are there any chemical substances that cannot be substituted by other technologies which are abundantly available across a globe?

Ie - is there any real strategic material out there that cannot be produced abundantly from local means?

Such as seawater electrowinning, currently ‘economically infeasible sources

Do any of these produce real and not perceived risks for security in one country meaning that if this country did not have these resources, they will be vulnerable to attack by so-called stronger thugs?

Is dual use technology sufficient to provide absolute security to any country?

If there are real nuclear or conventional threats, how does a country structure itself to be more secure and face of these threats?

What does the security infrastructure for a post scarcity world look like?

What realistic, incredible design can we produce at this time as we plan for a world of abundance?
