Default Google Doc Sharing Configuration

Summary: documents, upon being created, should be set for Public on the Web and Anyone can Edit. This allows an open team to have access, without multiple times that people need to make requests for access. Remember, we work openly - unless we are dealing with sensitive information.

Once the document is finished, it should be locked down from editing to the public, but still viewable. When a document is viewable, someone can fork still copy it to fork it.
