  • Missouri has no state requirements [1]. Requirements are by county or local
  • This is not the same a an electrical contractor. Missouri appears to have a statewide electrical contractor license requirement [2]. Some cities or counties do not require electrical contractor licenses. If one operates in such a jurisdiction, then one is exempted from statewide requirements in jurisdictions which require a statewide contractor license.
  • Becoming a contractor is one way to sign off on permits, as long as one contracts someone who does have an electrical license. This is one way to address permits.
  • This is not the same as a business license. One can run an electrical business, be a handiman, etc. Running a business does not require a.business license - as a general concept - unless the specific conditions require such a license.
  • All in all there is huge inefficiency - as the legal system does not operate or evaluate on actual performance, but on perceived performance (performance based on legal qualifications of agents, as opposed to the performance of their results). Ie, legal qaulifications are considered, not system performance. It's part of the general enforcement of mediocrity, and we could do better. Better performance comes from reducing costs so that innovation can occur as the cost of experimentation is reduced.
