Rebar, plastic, cement composites. 3D print forms which accommodate rebar and cement, and we have a block construction method. Cement is filled into the small spaces at the end. Allows for the strength of cement and metal, plus geometry of 3D printing.

One simple example: take a PVC tube, place rebar with spacers inside of it, and fill with concrete.

4"x10' schedule 35 - $12 - [1]

2" foam core is $6.42 [2]

3/8x20 rebar - $5 - [3]

0.44 cu ft in 20' of pvc pipel 2".

$3.3 for a bag of concrete mix - 0.5 cu ft - [4]

1" conduit, 10', is $12, and 1.5" is $24. [5]

Total cost for 10 feet - $6.42 + $2.5 + $1.5 = $10.5. The question is - what kind of strength can we expect here?
