Institutional Inertia

A concept that comes from Marcuse's critical theory in One Dimenstional Man. Namely - that institutions form to serve a specific, beneficial purpose to stakeholders. However, in time - that purpose usually shifts more to self-preservation of the institution rather than fulfillment of the initial purpose.
