The basic operational concept of OSE for delivering the entire GVCS by end of 2015 is that the Executive Director sets the course, Technical Community Manager provides on-demand recruiting, Product Lead engages development effort as a combination of a dozen on-site contributors as well as a large number of remote ones, and Documentation Manager prepares Crash Training Materials + Produces Video Materials, and Operations Manager oversees the entire process.

Metrics

• At any one time, there should be about 12 technical contributors on site and 12 solid Active Technical Contributors working remotely
