Low-cost - must cost less than $1 for every watt it delivers when the wind speed is 3.3m/s (7.4 mph or 12 km/h)

This sentence doesn't make much sense.

Do we mean: less than $1 per watt installed? (If by "watt delivered" we mean "watt produced", then we should talk about energy (watt hour) not about power (watt)).

If we are talking about $1/W installed, then the wind speed is irrelevant. The standard measure for wind turbines will be average $/Wh (currency unit per unit of energy produced), for a given average wind speed. (this too is a rough estimate as the shape of the wind speed distribution can greatly alter the money/energy unit the turbine costs).

So my recommendation:

Low-cost - must cost less than $1 per installed watt and $0.05/kWh produced on a medium speed site (6m/s average speed)
