The D3D is a formally documented expression that a collaborator is contributing towards the overall Viral Replicability Criteria for that organization, as recorded in the Team Charter and documented in that partner's Work Log. The collaborators performance is measured by their execution of one of the many elements of VRC that the collaborator commits to in the Team Charter. A Distributive Enterprise Process Manager is responsible for all Development Template items being comleted, including maintaining the Viral Replicability Criteria Tab of the Development Template.
