See Open Source Stepper Motor Controller Problem Statement
For a bootstrapping CNC Circuit Mill, the Mantis Machine 9 appears to be an excellent candidate.
The limits of this machine should be tested to determine its performance in making items such as high-power stepper motor controllers or DIY microcontrollers - and possibly modular power-handling elements of the Universal Power Supply
It further appears that RepRap Mendel is fully capable of milling circuit boards - so this avenue should be explored for sufficiency on the circuit-milling front.
