Problem Statement

Gluing rubber, such as EPDM.
Contact cement works on EPDM - [1]. Customer says this is 'closest to ideal' for EPDM on metal [2]
DAP 234 is essentially toluene, hexane, acetone with some dissolved rubber.
Dissolved rubber is polychlorinated rubber, the thing of rubber paint [3]

Structural acrylic glues work - Permabond TA4605 and Permabond TA4610 structural acrylic adhesives - [4]

Does not work well because it will stick, but contraction will easily break the glue - [5]
Use rubbery solvent glues.
