Yeah...I was wondering about the plan too. All I've been doing so far is trying to add links and sometimes copying text when it's not worth linking to a page with only one relevant paragraph. It looks like a lot of the headers can only be filled with content by the project managers since they're more theoretical. Personally I think it would make sense to use the index as a single-point-of-entry for a finished document, which would probably mean building exactly what you'd want printed out in a book. Let the rest of the wiki be free-form, but let this deliverable be frozen. After it's published you can always clone the entire thing into a new "index 0.02" section or whatever and put any updates or changes in that area.
