OSE is building a culture of open source super-cooperators. This applies to individuals and organizations. In addition to open source-collaborative. Note that open source is typically not collaborative - the typical case is a hacker going off into a corner and then emerging some time later with a semi-finished product, at which point it becomes more collaborative. OSE promotes publishing earlier than this, to make true the 'publish early and often' credo.
