95% Solar House
A house designed for efficiency would require 3 kW hr of night power at max. See discussion - [1]. This comes out to under 200W at night. This can be achieved with an amp at 240V. Thus, we can achieve largely solar operation like this, and perhaps generate the rest with biogas electric power. Wind and gravity storage could work in good locations. If each house has 12kW of PV, we can install a 50kW wind turbine to produce 5 kW power on average in a poor site [2] (ie, can be achieved just about anywhere). Such a 50kW wind turbine could power night time needs for about 25 homes at 200W night usage. We need 2500 homes for a new civ, so 100x more - or we would need a single 5 MW turbine to take care of night power for the whole community.

We can optimize this further. If this assumes 16 hours of night run, it is feasible that perhaps 8 hours would suffice - if we add extra insulation or other means of thermal storage with are passive, such as pipes embedded in walls which are not circulating at night, or other heat exchange means where storage medium is static and fans blow air, or even where we do complete passivity. With tight envelope this would mean a small blower just for getting fresh air into the house.
