- 1920-1973 was greatest growth in the USA. WWII was only time of noncomplacency.

- Now it's hard to do things that are unsafe. We didn't care in WWII.

- Speed of permitting - NEPA - Procedural rules because we couldn't trust bureaucrats to make tech safe, so overkilled it.
