Ex FAA - one problem is that we are too stringent, so Experimental Aircraft came out, which was less safe.
Speed of permitting - NEPA - Procedural rules because we couldn't trust bureaucrats to make tech safe, so overkilled it.
Getting permitting faster is key to prosperity, That is policy change. Bigger question is cultural change.
