Overregulation is the substitution of regulation for voluntary responsibility. The responsibility in an ideal system would come from enlightened denizens following principles of Moral Intelligence in their socioeconomic life. Currently, however, the Corporate Charter typically results in amoral behavior, so regulation is proposed as a solution. In a specialized world, regulators have a big hammer, and as long as high specialization remains, responsibility will be difficult to come by because of the affordances of Overspecialization . A smarter population with sound Structural Governance fueled by moral intelligence is the generic OSE answer.
