We can search the entire IA for items licensed by CC-BY or CC-BY-SA (excluding any NC or ND items) using the following query

We can further refine the query by limiting to audio-only items by adding AND mediatype:(audio)
to the query:
licenseurl:http*by* OR licenseurl:http*by-sa* AND NOT licenseurl:http*by-nc* AND mediatype:(audio)
For better results, we can limit it to the collection produced by the free music archive by adding AND collection:freemusicarchive

CCMixter
- Ccmixter.org hosts music freely shared by artists. The uploaded soundtracks are licensed under Creative Commons licenses, and most are Non Commercial.
You can search for non-NC tracks on ccmixer using the following URL:

Newgrounds
Newgrounds is a website where users publish their media content, including music. Not all uploads are FLOSS, but every song has a page that shows the license in the bottom-left. Many are CC-BY.
I don't know how to search for songs with a filter showing only non-NC FLOSS-licenseed tracks, but you can view all audio tracks sorted by "score" here:

YouTube
Youtube uploaders can license their work under Creative Commons licenses, but I don't know how to search by them.
