I was doing an extension/heavy renovation of (ironically) one of the other FSCJ Campuses. We were doing Metal Studs . The whole project was a bit of a mess, and we did have to go back and add these for some sections despite using 1/2in and 3/4in EMT Conduit . So i can personally say from experience they are definitely still used even with conduit.
Granted as you stated with the right planning, things can be laid out so they shouldn't be needed etc, although it all depends. Local Building Code Variations and even preferences put into the contract+blueprints can dictate decisions
For that site (despite 2/3 of the existing things using Set Screw EMT Fittings and thus their being confusion decently high up the chain of command, EMT Compression Fittings were required, so a bit less than one day was spent ripping out old work and putting it back in. Luckily most of it was quick, but fenangling close to final dimension emt, or having to guesstimate how much to cut off, in a cramped space, with a Reciprocating Saw etc is...an ordeal most would want to avoid.
