How does this all fit into what OSE is? (ARGH)

It is a plan/proposal for what OSE could be. There have been several requests lately exploring the idea of forming local chapters. How do these chapters get formed? How do they fit into OSE as a larger organization? Should we have regional organizations? The guys in Europe are starting to form one, so we may as well start thinking about it. What about commercial outfits that want to build GVCS machines or make parts for them? How will they be governed? This page and the one on OSE Local Chapters start to address some of these questions.
