You are the best person to do this and have a pretty good handle on the technology at this point. There is also the new contributions on Aluminum-Air batteries that should be folded into the overall structure. As an FYI, I have recently started a set of pages on steam technology. See Steam Regulations for an example. This page is on generic regulations around steam which include pipes, boilers, engines, etc. It is analogous to what you are doing with battery technology and specific battery products.
