  2. Are chapters working openly - as seen by a chapter log with effort, meetings published on YouTube, maintained Roadmap, Critical Path, Current Projects.
  3. Are chapters making annual product releases moving the GVCS forward towards a higher State of Completion?
  4. Are chapters doing effective programming, such as running workshops, builds, Extreme Manufacturing, or Extreme Enterprise events?
  5. Are the chapter's product reviews good?
