It may be worthwhile to approach organizations for potential partnership and seek HR expertise and resources to develop HR. Ideally organizations with similar goals so as not to duplicate efforts

In 2 weeks see if we meet some goals - 1-2 new OSE Developers/week is our milestone, so 2-4 new people on board in 2 weeks as a result of the HR effort.
